Early Learning

Nooksack Valley Early Learning Program Overview 

Our district combines two funding sources Early Childhood Education and Assistance Program (ECEAP) and Transitional Kindergarten (TK) to provide a comprehensive early learning program for children ages 3–5. This blended model allows us to meet children where they are developmentally, while preparing them for a successful transition to kindergarten. By bringing together ECEAP and TK, we are able to offer strong academic, social, and emotional support in one inclusive early learning program. 

  •  ECEAP-We partner with the Opportunity Council so we can offer ECEAP services for students and families, allowing us to serve eligible students ages 3–5 and support families with comprehensive early learning resources.   

  •  TK-TK is funded through the public school system and serves children ages 4–5 who are preparing to enter kindergarten the following school year. 

Application Process 

All interested families are encouraged to complete an application for our Early Learning Program. Applications will be reviewed by the school through our enrollment process. 

As part of our program model, we work in partnership with the Opportunity Council through ECEAP. The Opportunity Council also participates in the enrollment and acceptance process for eligible families.  If the district feels a student would be a good candidate for an ECEAP slot, the district will contact the family to complete additional forms and obtain permission to collaborate with Opportunity Council.   

Program placement is based on priority of need for student who: 

  • Have no prior or current early learning experience  

  • Demonstrate a need for support in academics, social/emotional, or language development 

  • Currently have an IFSP or an IEP 

  • Demonstrate a need based on the additional forms in the application (family income survey, home language survey, and the student housing questionnaire) 

However, applications are also considered based on the date they are completed. For this reason, families are encouraged to submit applications as soon as possible. Early submission helps us plan for the number of available program slots for the 2026–2027 school year.
